Virtual assets are subject to an absolute prohibition in Kuwait. There is no dedicated VASP regulator, no licensing regime and no register of authorised firms, because no licences are issued. This is not a pending framework waiting to open. It is a standing ban, and it is enforced jointly by four bodies. The only defensible work here sits on the two honest lanes: keeping a legitimate Kuwait book clear of prohibited exposure, and building the licensed programme in a market that does permit the activity.
